Can I use Microsoft Access to make a training database?

I would like to create a database for all my company's training. I would have drop down list for current experience level (new hire, billing, general, collections...) and a a drop down list for desired experience (billing, general, collections...). Based on this info, the program would determine what training modules the learner would need and then print out a learners guide (this could be a 50+ page Word doc) and an instructors guide (another 50+ page Word doc). Can this be done in MS Access? Is there a better/different program I should use?
