You need to contact the respective companies that made the console, and tell them of your plans.. There will probably be royalty fees or something of the sort you have to pay to use... As for the games, I'm not sure if the console manufacturer is authorized to liscense those to you as well or not.. Ask them about that as well...
As for the second question, you have to find a wholesaler.. Any site selling them at 'wholesale' prices is still going to be high... Best bet is to go directly to a computer manufacturer and talk to them about it, you'll probably get bounced around on the phone alot til you find the correct person to talk to, but once you do, you should be able to get them at a considerably lower price then a 'wholesale' website..
