Can I use bluetooth to access the internet from a laptop where there's no wi-fi?

Sometimes I travel places where there's no wifi access. I have a 3G phone. If I bought a laptop/tablet with bluetooth enabled, can I connect the phone to the laptop and access the internet that way?
