Can I transfer my SIM card from my tracfone to a good unlocked phone like the env3?

i'm not too sure about AT&T.
but someone i know has a verizon prepaid phone and they bought a chocolate,
what you need to do is buy a phone
the only problem is that the phones can be costly because you have to pay full price for them instead of the small contract amount.
then all you need to do is call verizon and set up a prepaid acount.

Could I buy an env2 or 3 or any nice phone without contract, and just transfer my SIM card from my tracfone to it? I doubt this is possible, but I just want to have a good phone without paying ridiculous sums of money per month.

Is there any way I could get a nice phone without contract and avoid paying like 40$ a month?? Because I am starting to get sick of this tracfone, its so useless it's not even funny.

If it helps, my tracfone gets signal off of AT&T.
