Can I take people camping in National and State Forest?

Can I take some friends camping in a National Forest? Or is it illegal without some permit, or fee? I would like to not be anywhere near a campsite, I want primitive camping. And what about State Forest or parks? Is there a difference? I really don't want to be minding my own business and get a ticket.
