can I take busted bicycles to refurbish?

Is it illegal to take bicycles that are obviously abandoned? Who should I contact for permission? If not do the local authorities take them and crush? I want to refurb and recycle/sell cheaply. London seems full of busted bikes...
 
I'm in the USA. I don't know if it's illegal to take abandoned bicycles or not. Bicycles that appear to be abandoned might have been stolen. But if they are just abandon, it sure would be a money maker, but be careful. If they are stolen, you might get in trouble with the authorities.
