can i sue for the work performed? on verizon fttp project?

i did work on the verizon fttp project in california. i did a few jobs in thousand oaks and camarillo california. i worked for WB directional drilling inc. of which i did a few splicing jobs. totaling about $ 22,000.00...... i worked for the company for about a year and a half as a 1099 subcontractor employee with my own truck and tools! but i didnt have a contractors license! and they never paid me my money after the jobs were completed! they just kept saying that verizon wasnt paying them and that they couldnt pay me because they paid out when they got paid. then to boot now i find out that they have just claimed bankruptcy! what i dont understand is that if the work was performed and verizon is milking the people for monthly charge why is it that i havnt been paid??? its obvious that the work is good! this is running a muck to contractors working on the verizon fttp project! Verizon doesnt regulate anything to the small guys getting the work done. they keep stiffing everybody when it comes to people getting paid! i know of atleast 10-15 different people that have not been paid off of this project in excess of millions of dollars and thats just in southern california! something needs to be done about this! i would hope that our government does something about this.... im very doubtfull though!!! can anyone help me out on this?
