Can I still get in-state tuition if we're American but live abroad now?

I lived in Chicago until I was 15 until my dad got transferred to Australia. We're only supposed to be here for 4 years, so they'll be moving back to the States when I'm 19 and in the middle of college. I REALLY want to go to college in the US all four years. I wrote to the schools I'm interested in, and they all said that even though I live in Australia now, I will apply as an American instead of an international applicant. I haven't heard back from them yet about the tuition. My dad's employer is American based. We don't own a house there anymore, but he rented an apartment to keep our things in and to stay in when we go back, so technically I do still have an address in state.
