Can I set up another access point from a different phone line port in the same house?

I already have a router/modem in the downstairs area of my house near the desktop computer (used most) but upstairs where I use my laptop I don't get a great signal from the router (to many walls).
Next to my desk where I use my laptop there is a phone line port. I was wondering if I could use another router/modem connected to this phone line port and get it running on the same network as the other router/modem but as another access point to get better signal on my laptop and extend the coverage upstairs.

No, you can't.

You could use a wireless network extender though (e.g. http://www.netgear.co.uk/home_wireless_network_extenders.php )
