You can send it sure, but they may not deposit it to your account... it's not your check. Did you legally acquire this check? If so, you need to go to the person that wrote it (and gave it to you) and have them either cash the check at their bank, or have them write a check to you (with your name on it). Then, you need to cash the check and write a check (or send a money order) to the utility company made out to them (with your account number on the check).
