can i sell my car with a title that's been filled out already?

i bought this cheap car last autumn. i left town for 6 mnths and now want to sell it. i filled out the title from the original owner but never turned it in to the dmv place. i dont want to pay to re register the car or get insurance for it. what do i do? i still have the title.
