Can I sell my car if it's registered DNO?

I live in CA and I want to sell my car. The registration is current but it is registered DNO (Do Not Operate). Can I sell the car as it is?
I also found out thru a conversation with the DMV that since my car is registered as "planned non-operational" I can sell the car. I need to fill out form 227 (b/c I can't find my pink slip); a Notice of Transfer and Release of Liability; and a Bill of Sale. I can negotiate with the buyer so that I am not responsible for the Smog Certification. Also, when the Buyer goes to the DMV to do the Transfer of Title he/she can get a one day conditional use permit to drive the car legally on the city streets.
 
Yes you just need to let the buyer know. Be sure to get it in writing. Just write out a simple letter stating 'buyer is aware car at time of purchase is registered in CA as DNO. Sign and date.
