Can I sell a car and send in the payoff amount to the bank?

Interesting scenario I have. I went to a credit union and got a loan to buy a car. The dealer didn't have the title (it was from out of state) so they gave me temp tags. The title finally came to me in the mail, but the car has not yet been registered with the DMV because I didn't have a title. I still have temp tags on the car and have not registered it with DMV. So question: could I sell the car for the payoff amount and still give the new owner the out of state title I have in hand, since technically the car is not registered to me?
 
Probably not, in my state you'd have to get the car registered to you first. Then there would be a registered lien on the car title. Then you would still be able to sell the car but you'd have to take the buyer and the cash along to the credit union to complete the transaction so that the lienholder( credit union) would then send the DMV a title release for the car and the next buyer would receive their title in the mail . I live in Maryland
