Can i return my ipod touch 3 gen in for an ipod touch 4 gen at the apple store ?

my ipod touch 3 gen is a little older than a year old and i want to get a ipod touch 4 gen so i was wondering if i could trade in my old ipod and buy the new one and pay the difference. i heard that apple will buy ipods up to 100 dollars or more depending on the condittion of your ipod is this true ?
