Can i Rent a car at the dmv to get my drivers lisence in miami?

I am taking my drivers test but i dont have a car that will pass the inspection, i live in miami florida and my friends told me that i can go pay $25 extra to rent a car and to take kinda like a pre-test and then take my drivers test, is this true? or anything similar?

uhm...you have to have a driver's licence to rent a car. you also have to be 21.

I am not aware of the DMV renting vehicles.
