can i register a 1989 kawasaki kdx 200?

ok i have a friend who is selling a kdx 200 cheap, it needs some minor work but i think its a good deal. currently it has headlights and tail lights, my question is can i make it street legal and register it? he has the title and he will write out a bill of sale, i live in connecticut
