Can I put fish oil on my bird's beak?

I have a cockatiel, and she is relatively healthy, but her beak is peeling. It looks dry. Can I put fish oil on her beak? Her diet is extremely good- cooked & raw veggies, beans, seeds, and pasta, as well as bird diet (I call it her "Fruity Trix"), and only a tiny bit of groats. She also get fresh water daily and has a cuttlebone (sp?). All this considered, I don't know why her beak is dry besides lack of humidity here in WA right now.

I prefer replies from avianarians (sp?). THX.
