Its just a shady balconi but the bowl has no where to be placed inside, so is there any harm putting it outside on the table? it doesnt get hot and is very well shaded

outside you mean like outside on a sidewalk for garbage pickup? It would be a proper place. Fish should live in bigger container with filter and heater and aeration.
