Can I put 15 inch winter tires/rims on my car that came with 16 tires/rims?

The 15s are cheaper than staying with 16s for winter tires but I want to know what the pros/cons are from switching back and forth. Will this effect my speedometer, etc since it was all set up for 16 inch factory tires.
