Can I Purchase a Pre-Paid Debit Card in the US, and, use/redeem it in France & Morocco?

Hello, I was wondering about the Pre-Paid Debit Cards.?If I purchase one for $500.00 here in the US, can I use or Redeem it in Paris and Morocco?
