LONG VERSION:
I live in Missouri, and I want to plant a vegetable garden in my front yard. My idea is kind of like this: http://www.citydirt.net/raised%20veg%20garden.jpg
I want to put a wooden fence, but my mom says that there may be a code violation, with the law, and we can't put a fence in the front yard, and we need a permit. Do we need a permit? If yes, how do we get a permit? Also, I would like tips on how to make the garden. Its going to be like this:

l- - - - - -vegetables
l- - - - - -vegetables

l l door
So the sides would be clear, and there will be rows, so we can walk around the edges and in the rows, to tend to the vegetables. There will be a door so we can get it. Also, above the wood, there will be mesh stuff, to keep out the deer and bunnies.
Any tips or ideas would be appreciated, and the main question is:
do we need a permit to make a fence in the front yard? It would be taller than the one in the picture.
