Can i pay at&t to unlock my iphone 4s?

I recently bought an iphone 4s from ebay and it was listed without contract.
I assumed it would be unlocked but its not.
I cannot contact at&t to unlock it because am not a customer.
Is it possible to have my iphone unlocked by somehow paying at&t?
How can i do that?
