Can i park car on my garden-made with either pea-gravel or artificial grass?

I was going to convert my garden into a driveway, but then a thought crossed my mine. After cutting grass, and killing the weed in my garden, taking soil out and adding either pea-gravel/pebble or artificial grass, what impact could it have parking your car on it. Do i need to get professionals to strengthen the land with some sort of material before it is safe to park a heavy item on top of it?
 
If you live in my county, you may park only on pavement. And to answer your question, the car will eventually pack down whatever you use and make ruts where the tires go.
