Can i make a phone call to a person with a T-Mobile phone in Mexico from the U.S?

My dad took a flight to mexico and hour ago and he took his cell phone which is T-mobile, Im in chicago and also have T-mobile cell phone, Would i be able to call him from my cell in the U.S or do i have to buy a special phone card and dial his cell phone? Or theirs no chance i can call him on his cell? Thank you!
