well i do not know for sure on t-mobile but i know on my at&t phone i cant. i do not think they are that different. so i think no u cant because it is saved on the sim card but if it is on the phone it should, try it.

it depends on what type of phone you have. some phones lock you out completely unless your sim card responds, others like blackberry's allow you to use all features except communication without a valid sim. with modern htc or blackberry devices, you should be able to use music applications without a valid sim.

Yes you can. Unactivated sim cards have nothing to do with your phone's extra programs like calculator, music, alarm, etc.
