Can I keep 2 clown loaches an 12 neon tetra in a 25 gallon?

I currently have 2 clown loaches and 6 neon tetras in a nicely planted 25 gallon aquarium and I was wondering if I could get some more neons
 
You can add more neons but need to rehome the clown loaches as these too should be in shoals and grow far too large for a 25g tank.
