Can I go back to school on financial aid if I still owe from a previous school?

I attend online classes for about half a year in 2006, I was stupid and dropped out after receiving my financial aid money.

Needless to say, I am older now and realize how dumb that was and am wanting to go back to school. I owe $3,000.00. I am making payments.

I want to know if I can receive aid again to help me start classes again. I can't afford to pay it myself.
What other options do I have to return to school? There is absolutely no way I can afford it working at walmart. I want to get back in school so bad. Is there no way to get help doing it?

As long as you are not behind on your payments than you should be able to go back to school and get aid. You may not be able to go full-time right off the bat but you can go back atleast. If you are behind on your payments than you will need to pay it off before they give you any more aid.

Who are you making payments to, the college or the Department of Education? That may make the difference. If you are paying the college back, they may not release your academic transcript until you are paid in full, which will prevent you from transferring coursework. If its the Department, the answer is no, you will not qualify for aid again until that is paid in full.
