Can I get a tmobile phone with a 2yr contract without getting web plan?

almost all of the tmobile phones say "This premium smartphone requires a Web service" , "A Web service is required in order to access this phone’s Web functionality and features, including Internet access and e-mail." is it possible to get these phones with only a talking and texting plan?
