Can I get a new verizon phone before my contract ends?

I got a phone November 2008 and my contract ends in July, I can exchange every 18 months. Can I exchange my phone for a new one and would I still get the discount. Also am I able to use a phone from a different network on verizon. My mom has sprint so could I use one of her old blackberrys on verizon??
