The only reason it is available to 14 y/o is because of 'Hardship Case' licenses that can be given to teens as young as 14.
Hardship Cases are where parents are disabled, and the teen is only one physically able to drive for the family, and public transportation is not a viable option. Stuff like that.
Unless you qualify for a Hardship Case, you'll have to wait to 16.

No, you can start the home taught drivers ed at 14, but you must have had your 15th birthday in order to get your permit. You must hold your permit for 6 months before receiving your provisional license.
