Can I get a car inspection after I register a used car with DMV?

In NYS.

My uncle gifted me his car without license plates and the annual inspection past due since Aug 2011. Since I cannot drive it to a shop for inspection, can I register with dmv first to get new plates then get the inspection? If so, what forms to fill-out or what procedure needed please?

Any useful information is appreciated. Thank you.
