can I expect 2009 toyota camry for $1600?

A delear offered 2009 toyota LE for $18000 (with cruise and power windows), can I bargain it for $16000? Or is it too much to ask? If I can bargain it for $16000, any suggestions on how should I approach the dealer?
 
That sounds like a stretch...if it were an American car like a Buick or Pontiac or something maybe you could lol
