can i complain against a headteacher for "bad" behaviour?

so i had some problem this year with the headteacher of my kids primary school in england,
we had some problems of bullying and the bully never had been punished for that and the staff and headteacher always denied it! even if lots of kids saw the bullying happened, the staff always backing each other even if they lied! the headteacher even suggest me to change my kids school!
fortunately after my hubby went to see the bully everything stop but still i am very angry with the way the school has dealt with that, and the headteacher even tried to turn parents against me showing the complain letter that i did to show them that i did involve their kids!
the headteacher is a very nasty gay, i am not homophobes but his behaviour is really vicious!
can i make a complain to the head of governors or above?
