Can I claim back ppi on a hp car loan?

Had a loan over 4 years n. cost 20 pound a month for ppi.signed to say I agreed to the t & c of the ppi but was not informed I cud yet it from elsewhere was under the impression I had to get it from the dealer who was selling me my car ,I took out the hp loan in 2004 do I have a case for a ppi claim or have I left it too late?
