My neighbors blast their radio in their backyard all day long, whether they are outside or not. It is seriously loud and the bass will rattle my windows. You cannot hear it from the street as it is pointing at my house instead. It is causing so much stress I cannot study. I've tried asking them to turn it down, but none of them speak english. Can I call the police? I'm in LA if it makes a difference.
