can i call and text with apps instead of paying att to text and to call?

i have a ipod touch and everywhere i get a wireless signal i can use apps like text free to call and text i was wondering if i can just pay att monthly for their data plan which is internet service everywhere and use text free apps to text people or call people without purchasing their calling or texting plans
