can i buy any verizon unlocked(without service)phone and turn it in to a prepaid phone?

im only 14 and i want a better phone then what i have and my parents wont get a contract.the only way i can get a better phone is if i buy it.is there any way i can buy a unlocked(wihtout service)verizon touchscreen phone and turn it into a prepaid phone??please be specific!
