can i buy an unlocked smartphone and not use a data plan?

i was wondering if i could purchase a unlocked android or windows mobile phone and not need a data plan. the data plans r just too expensive. also i wont b using the internet or anything so i dont really need the data. i have tmobile and there non smartphones suck. i am just going to use the phone to text and call but i also want a high end phone and i was wondering if i could buy a unlocked smartphone and not get charged extra monthly.
