Can I buy an iPhone in the US, unlock it, and then use it in the UK?

I'm going to New York in a few days, and iPhones are a lot cheaper out there. I was wondering if I could buy an iPhone, then unlock it so it will work on all networks, then use it in the UK. Is this possible? I would prefer it to be on a pay as you go plan, so would I have to buy the pay as you go version of the phone? Or could I just buy an AT&T contract one, then cancel the contract, and put a PAYG Sim Card in and it would work fine?
