can i buy an iphone and not activate it use it as an ipod?

i was wondering if i could buy an iphone and use it just like i would an ipod touch
gamse internet so forth
most are around 400
i tried to buy an iphone once but i have no credit so i was not able to activate it just wondering if it will function as an ipod touch which is also 200
