Can i buy a verizon phone and instead of using a plan use it on a prepaid card?

Im just asking because i have no idea, and every time i call the verizon people the line is busy 0.o So if i buy a phone from ebay or something can i program it to be a prepaid phone (on the prepaid cards) instead of a plan?
