Can i buy a phone outside of ATT and make that phone insured?

Well i had tmobile insurance , and whenever i bought a phone or something from ebay, the min i put my sim card in that new phone and made a phone call , it became insured. What id like to know is if i bought a phone from ebay that had some scratches lets say , and i put my sim card in it as my new phone, if anything happens to it , will att replace it. I pay a monthly fee for insurance with ATT
