you do not need a license to buy a car in the US. You need a license to drive one though. I'm sure the dealership would want you to have a valid US photo ID to buy the vehicle and have it registered though.
far as im aware you dont need one to buy a car. in england you can buy a car whenever you want and put it in your name whenever you want without license insurance etc only if your to take it onto the road u acn worry about that.
