Can I activate my mom's blackberry without a data plan?

My mom just got a brand new phone and I was wondering if I can activate the Blackberry Storm on Verizon Wireless without the $29.99 Blackberry Data Plan. I don't want any of the email and internet service, I just like the style of the phone? And I was thinking if I dial *228, they wouldn't charge me for a data plan, just a regular phone because I am activating it myself.
