Can HTML be used to create a visual file browser?

I'm a teacher, and all the teachers materials (books) I've bought, I scan on a flash drive to be able to easily access and print them off for my classroom use. I scan the cover and pages. As time has gone on I have a ton, and have them sorted down in folders: (ie. materials\social studies\Native Americans). I would like to be able to set that up more visually and was wondering if I could do it in HTML (or if someone could suggest something else).
My thoughts were have a HTML file that I could click that would come up and could visual navigate (with icons) to the different folders. When I click on an icon like 'Native Americans' it would pull up all the materials I have in that section, using the book cover as an icon. When I click on THAT icon, it would display all the pages of that book.
Just wanting to make something quicker and more visual than digging through folders. I know windows explorer can show icons, but they are small, and with a visual page I could maybe add description of the book under it's icon.
