Can having 'hidden penis condition' cause cuts on the shaft?

The male is circumsized, and he is overweight which causes the condition known as 'hidden penis'. His second 'belly' presses on his penis causing it to 'hide'. The problem is: these cuts or slice looking marks form on his shaft, to the point where they are so raw they bleed. He is very embarassed about this (as any male would be) and he doesn't have any STDs at all (for those answerers who are curious) so what would be causing these "cuts"? Any ideas? How to prevent them?
