can car dealers charge more if you pay cash for a car than if you finance?

I am looking to buy a certified used car for about 15,000. Every dealer I go to says that the car will cost about $1000.00 more than the advertised price if I pay cash. They seem to force you to finance even if you don't want to . Small writing everywhere says price is only good if you finance 80% through dealer. This might be legal but it just is not right
