It can, it grows reasonably well in a good summer, particularly in the south but still nothing like the way it grows in southern Europe, however seeds are cheap so it wouldn't be a waste of time. I assume we're talking hypothetically, of course! It's related to many other plants that grow here. However growing it in your own garden would be stupid.
Edit: Steven - I knew of someone who threw a load of seeds in the plant pots outside a police station. Apparently they were growing really well for months before they noticed them.
Edit: Whether something is a plant or a weed is a matter of opinion. Some people would say that my garden is full of weeds, I think it's full of English wild plants and flowers.
