Can anyone tell me why the cheat window won't pop up on my sims 2 deluxe game. I am

holding down Ctrl+Shift+c? It use to work when I tried it on my desktop computer but now i play it on my laptop and I cant get the cheat window to pop up. I've tried it under build and buy mode and play mode. It just won't pop up.
