I'm looking for a graphic-arts program, preferably free or at least reasonably priced (as in $50 absolute maximum), that at least has the functions of a) selection of weird shapes, b) eyedropper/brush combo (i.e. where you can pick up a color from an existing image and draw with that color) c) text and d) LAYERS. For the love of all that's holy, I need a layers function. Also, obviously, the ability to open pre-existing images.
Modifications to Microsoft Paint that will deliver the above (it has some version of pretty much everything but the layers) will also work.
Obviously, must be legal. If anyone knows of some way to help me, please? I beg of you. (I'll make you pretty stuff!)
